HRchitect Tech Vendor News: HireRight’s 2014 Health Care Report Reveals Slower Job Growth and Employers’ Common Screening Program Gaps

July 29, 2014

IRVINE, Calif., June 27, 2014 – Health care hiring is expected to increase this year, but at a slower pace than last year, according to HireRight’s Health Care Spotlight, a subset of its annual Employment Screening Benchmark Survey.

HireRight, a leading provider of global background checks, drug and health testing, and electronic Form I-9/E-Verify solutions, today announced the release of the 2014 Health Care Spotlight, which identifies screening practices, major trends in employment background checks, and common gaps in the screening programs of health care organizations.

The report indicates a slower job growth rate is anticipated in 2014 even though increased hiring will continue. While almost two-thirds of health care organizations (67%) reported they expect to hire and increase the size of their workforce this year, this is down seven percent from the 2013 report, reflecting a decreased rate of hiring.

“Patient care is the top priority for health care organizations, therefore hiring the highest quality, most reliable professionals is critical. Employment screening, professional license verifications, and federal and state sanctions checks are important steps to help improve security, provide exceptional care, ensure compliance with laws and regulations, and mitigate liability risks,” said Chuck Hammel, director, account management and health care solutions lead at HireRight. “These priorities are reflected in the top benefits reported by respondents – better quality of hire, improved regulatory compliance, more consistent safety and security, better company reputation, and greater employee retention.”

The Health Care Spotlight also reveals several common screening program gaps that many health care employers may face.

  • Meeting only minimum medical sanctions checks: A significant compliance gap may occur when medical sanction checks are not performed frequently enough. Less than one-third of respondents (30%) checked lists monthly, 25% screened lists once a year, 12% checked quarterly, 4% checked less than once a year and 30% screened at other intervals. Some states are requiring more frequent sanction screening. For example, the New York State Office of the Medicaid Inspector General has provided updates and guidance to organizations to run monthly sanction checks on existing staff. Ongoing monitoring helps ensure organizations are notified when an individual appears on a sanction list and that they are in compliance with potential changes in the required frequency of checks.
  • Not conducting recurring screening: Less than one-third of respondents (31%) reported re-screening employees with no status change and 39% re-screen employees only when they’ve had a status change. This indicates the majority of respondents are not re-screening employees at all. This gap poses the danger of missing significant changes to criminal status, sanctions status, or other issues that may arise during an individual’s employment.
  • Neglecting drug testing: Although screening to verify licenses is required in the health care industry, drug and alcohol testing isn’t generally required by law, although some states are introducing legislation to try to change this. In fact, only 54% of respondents conduct drug and alcohol testing. As a result, nearly half of respondents may leave themselves vulnerable to increased employee absenteeism, lost productivity, and above all, risk to patients and the potential liability related to drug-related damages.
  • Forgetting to screen the non-employee workforce: Most respondents (59%) do not screen the non-employee extended workforce, including contingent or temporary workers, volunteers, and vendor representatives. A HireRight study found that extended workforce applicants were 94% more likely to have a felony record than permanent-hire applicants and approximately 50% more likely to have a misdemeanor record or drug history . A best practice for health care providers is to ensure appropriate screening of non-employee workers as well as employees.
  • Overlooking global screening: Today’s health care employment market is afflicted by a shortage of skilled staff and an intense competition for talent. It’s common for organizations to recruit applicants who have lived, been educated, and worked globally. However, only 6% of respondents indicated their organization conducts global checks to verify candidates have the foreign education and experience they claim and that they don’t have any criminal history from other countries that would cause a security and liability risk.

In addition to these common pitfalls, the Health Care Spotlight explores many other issues, including the use of social media in recruiting and screening in the medical sector, common screening challenges, how screening is integrated into talent management systems, and the frequency and process through which screening programs are reviewed and revised.

HRchitect Tech Vendor News: 2014 HireRight Transportation Report Reveals How Companies Recruit, Retain, and Screen Drivers Amid Driver Shortage

June 10, 2014

IRVINE, Calif., May 08, 2014 – The Transportation Spotlight, a subset of the 2014 HireRight Employment Screening Benchmark Report, reveals strong hiring demand as 79 percent of survey respondents report they expect to increase their workforce this year. At the same time, the report shows the increasing demand exacerbates the already severe driver shortage in the transportation industry.

According to Benchmark Report respondents, drivers leave the industry to make more money and spend more time at home, while companies respond by increasing pay, upgrading equipment, and offering incentives and innovative programs to keep their drivers on the road.

“HireRight develops the Transportation Spotlight to provide an industry benchmark so companies can review their efforts in the critical areas of recruitment, screening, hiring, and employee retention, relative to other companies in transportation,” stated Steven Spencer, vice president of transportation, HireRight. “This data is increasingly crucial as the industry continues to find ways to hire and retain quality talent.”

Hiring Outlook for the Long Haul
The American Trucking Association estimates there is a current shortage of about 25,000 drivers and that 96,000 drivers need to be hired each year to keep pace with turnover .

In line with this issue, one area of the survey focuses on why drivers are leaving the industry and how to stop this outflow. Fifty-one percent of respondents said drivers were leaving to make more money, 41 percent said it was to spend more time at home, and 27 percent were seeking better benefits. In addition, the increased pressures on drivers from hours-of-service regulations, electronic logging, and driver Compliance, Safety and Accountability (CSA) scores may also make other sources of income more attractive.

Proactive steps to improve retention show employers are offering bonuses based on productivity and performance, flexible work arrangements, and even opportunities for drivers to become owner/operators.

The Transportation Spotlight also addresses recruiting and shows that the top two recruitment methods are referrals (74 percent) and online job boards (64 percent), followed by print media (57 percent) and job fairs (37 percent). Transportation employers are slow to adopt the use of social media for recruitment, with only 25 percent using it, while the use of smartphones among drivers has increased, representing an important area of potential recruitment to be mined.

When asked about additional driver recruitment methods used, more than one-third (36 percent) stated they offered a signing bonus. This approach is becoming more widespread than in recent years and in some cases is even being offered for recent truck driving school graduates. In addition, 16 percent of respondents reported they customized jobs based on an applicant’s preferred location or lifestyle. Many employers are also recruiting workers through untapped labor pools such as dislocated workers, transitioning military personnel, and veterans.

Screening Uncovers Employment Issues
The single greatest benefit of screening cited by respondents is better quality of hires (70 percent), improved regulatory compliance (57 percent), and more consistent safety and security (55 percent). Eighty-three percent of transportation professionals responding stated screening had uncovered issues that otherwise might not have been found. More than half indicated that between 1-10 percent of their applicants lied or misrepresented themselves on their resumes or applications, while a quarter said between 11-20 percent had done so, and 16 percent reported more than 20 percent had misrepresentations.

The Transportation Spotlight also provides insights on a number of additional topics:

•    Drug and alcohol testing and prescription use policy
•    Employment verification (U.S. form I-9 and E-Verify)
•    Top screening challenges
•    Planned screening improvements

The Transportation Spotlight is available here and the complete 2014 HireRight Employment Screening Benchmark Report is available here.

HRchitect Tech Vendor News: Jobvite and HireRight Join Forces to Offer Integrated Solution

January 29, 2014
The strategic relationship will help Jobvite customers fill positions more quickly and enhance the job-seeker and recruiter experience

BURLINGAME and IRVINE, Calif., Jan. 21, 2014- Jobvite, the leading recruitment platform for the social web, today announced the availability of a pre-integrated solution with HireRight, a leader in on-demand background checks, drug and health screening, and employment eligibility verification programs. The integrated solution will help employers fill positions more quickly through social sourcing, reduce time-to-hire, and help improve the quality of hire, while improving the candidate and recruiter experience. These benefits will enable recruiters to combat the increasing challenge of finding and retaining top talent.

“Having HireRight integrated into Jobvite is a tremendous benefit that saves us time and administration,” said Robyn Sater, technical recruiter, OpenDNS, a provider of cloud-delivered Web security services. “In today’s highly competitive market for engineers, we have to manage large volumes of applicants every day. There are many steps to take for each candidate in the hiring process, to make sure they have passed their background checks and to ensure we haven’t missed any critical steps.”

The pre-integrated solution simplifies the recruiting process by allowing Jobvite users to order and manage their background checks and drug tests within the Jobvite Hire Application. The solution features single sign-on, and will enable a background check or drug test order within just a few clicks. Candidate information from Jobvite pre-populates the background check request, eliminating duplicate data entry, the potential for human errors, and saves organizations time and administration. The HireRight Applicant Center improves the candidate experience, giving them access to manage their own background screening process. The system provides visibility into background checks and allows candidates to submit documents and information, respond to alerts, questions and requests for additional data, view status updates, and interact directly with HireRight for support through live chat.

“The talent pool is shrinking globally and recruiters must act quickly and effectively to attract and engage top talent,” said Jobvite VP of Business Development Skip Hilton. “At Jobvite, we want to arm recruiters with advanced but easy-to-use tools to help them win the war for talent, and our teaming with HireRight aligns with that mission. Employment screening is critical for organizations to ensure safe and high quality candidates. This new advanced solution will allow them to improve their hiring process and speed up their time-to-hire.”

“According to Aberdeen Group, using an integrated, automated talent management solution increases quality of hire by up to 10 percent, while reducing time-to-hire and cost-of-hire,*” said Mary O’Loughlin, senior director of strategic alliances, HireRight. “We are thrilled to be working with Jobvite to provide their users with a hiring solution that provides a single management dashboard for all candidate and employment information, that helps them streamline the screening processes and more effectively manage their screening programs.”

The pre-integrated solution leverages the Jobvite SaaS platform and HireRight Connect API, making the combined application robust and scalable. It enables configurable account and package setup and flexible order management.

HireRight, a leading provider of employment screening solutions, today announced the availability of the HireRight Employment Screening Benchmarking Report, 2011 Edition. This popular report identifies common screening practices and important issues and trends related to background checking, drug and alcohol testing, and employment eligibility. It is based on a survey of nearly 1,800 human resources, talent management, recruiting, security, safety and other professionals from organizations of all sizes across a broad range of industries around the world. A copy of the report can be accessed at www.hireright.com/benchmarking.

“The HireRight Employment Screening Benchmarking Report is now in its fourth year and has become an important informational tool for organizations to reference in designing and fine-tuning their employment background checking, drug testing, and employment eligibility programs,” said Mike Petrullo, HireRight president and CEO. “Our goal with the report is to help employers gain a better understanding of what their peers are dealing with and how other organizations construct and operate their employment screening and eligibility programs.”

The 2011 Benchmarking Report shows a modest continuation of hiring and retention optimism that began in 2010. Ninety percent of organizations surveyed expect no decline in their workforce this year, and 51 percent anticipate an increase in hiring as compared to only 43 percent last year. Anticipated hiring reported will primarily consist of full-time employees instead of contingent labor, which is consistent with past job recovery trends.

With the need to hire full-time employees moving front and center, the role of screening in the hiring process is being emphasized by organizations. Survey respondents placed the finding and retaining of quality talent as their top current talent management challenge, and the reduction in time-to-hire was their primary screening challenge. Stressing the importance of screening practices in making quality hiring decisions, nearly half of respondents indicated they conduct employment background and drug screening to improve quality-of-hire.

Employers continue to globalize their screening programs with almost half of respondents indicating they check the global backgrounds of domestic hires and more than a third report screening workers outside of the U.S. Similarly, less than half of employers who utilize contingent labor reported screening this portion of their workforce, representing a potential security risk.

The report also includes key survey findings on the:

  • Primary reasons for employment screening
  • Most common searches and tests performed by employers
  • Impact of evolving regulatory and compliance legislation on screening
  • Prevalence of screening programs for vendor employees, temps and contractors
  • Current trends in emerging issues such as credit checks, social media screening and medicinal marijuana policies

“Employers continue to share the benefits realized through employment background and drug screening, including improving the quality of their hires, mitigating risks, and maintaining compliance,” said Rob Pickell, HireRight senior vice president of customer solutions. “Interesting survey statistics on employment issues such as workplace violence, achieving compliance, companies’ programs for drug and alcohol testing, global screening, social media use, and policies on screening non-employees are just some of the other topics covered in the report.”
